De Novo prepared the 2011 San Joaquin County Regional Transportation Plan EIR for the San Joaquin Council of Governments.   The RTP was prepared concurrently with a Blueprint process and post approval of SB 375. The project included an AB 32 GHG analysis, Air Quality Conformity, and extensive public review in conformance with SAFETE-LU requirements. The EIR had a streamlined timeframe.
